Human Capital Development Plan in the DoD/Air Force Lit Review

(This paper will specifically be about the Air Force but may contain overall info on Department of Defense)

Identify A Human Capital Development Problem – put it in statement form– A One Sentence Underlined statement of the problem must be included so I can readily identify what your plan will be based on.

PROBLEM: The future military will require better capabilities at a significantly lower cost, with less “human capital” (people) to accomplish this.

(The Air Force already has an issue with retaining healthcare providers which directly has a lot to do with a lack of their professional development. The Air Force also has an issue retaining maintainers and pilots)

Then after that, add a paragraph following that sentence with an explanation of the Human Capital Development Problem’s apparent impact.

IMPACT: human capital in the Air Force and Department of Defense has an extensive impact on the organization, affecting virtually every aspect of operations.

-Recruiting challenges and training and first-term attrition in enlisted grades;
-Retention of experienced individuals to fill key leadership, specialty, and technical positions in the non-commissioned officer corps;
-Improving job satisfaction, retention, and commitment to service within the junior officer grades; and
-Retention and professional development of the best and brightest within the senior officer grades, including flag rank

And then present an essay format review of the literature (minimum of 10 references), where you make the case for why this is a problem and anything related to an educational intervention and problem solving developmental solutions toward rectifying it. Research the literature for information related to the problem you identified. A literature review is usually organized around ideas, not the sources themselves as an annotated bibliography— DO NOT DO AN ANNOTATED BIBLIOGRAPHY.

As you continue to read widely but selectively in this topic area, consider instead what themes or issues connect your sources together. Do they reveal a trend in the field of developing human capital or controversy?

Use long quotes sparingly, organize your thoughts and themes, be selective (the majority of your sources should be less than 5 years in age, unless they are considered benchmark or seminal works in HRD or HCD), use caution when paraphrasing and maintain your voice (the author’s voice).
